How it is filed
To the Deputy Ministry of Tourism (PO Box 24535, 1390 Nicosia), by post, by hand or through the Point of Single Contact, at least one month before the establishment opens.

The file opens on the official government site. Checked 24 October 2026. CyprusPermit is a private company, not a government body or a law firm: we explain the form; its text is the department's own.

Who fills it in

The operator (entrepreneur) of a catering or entertainment establishment, a person or a company, in whose name the licence is issued. Business in Cyprus says the operator must hold the planning and building permits for the premises and have a manager approved by the Deputy Ministry (form F-KEN-05/1). A new operator taking over an existing establishment files the change of operator form F-KEN-05/4 instead.

What goes with it

  • Property Owner's Solemn Declaration (a separate form) or an unexpired rental agreement, as the form's note I requires
  • A copy of the title deed of the premises
  • A copy of the operator's ID card or passport; a residence and employment permit for a non-EU operator
  • The manager's details and approval (form F-KEN-05/1)
  • The municipal health certificate for the food business and the planning permit
  • For a company: memorandum and articles, certificate of registration, certificate of directors and secretary and of the registered office, issued no more than 60 days before (otherwise the Solemn Statement of the secretary or a director with a Registrar printout)

Common mistakes

  • Filing too late: the application is due at least one month before the establishment opens.
  • Sending company certificates older than 60 days without the Solemn Statement of the secretary or a director.
  • Forgetting the Property Owner's Solemn Declaration or a valid rental agreement, which note I of the form requires.
  • Opening without an approved manager: the manager is approved separately with form F-KEN-05/1.
  • Treating this licence as the only one: the municipal premises licence and health certificate are separate.
