Union goods customs status form: verifying your EU car or goods in Cyprus, field by field

Goods that move between EU countries do not pay import duty, but Cyprus Customs must first verify, through this form, that they have EU (Union) status. For a car shipped from another EU country, this application is the first step: Customs says you fill it in before you can receive the vehicle. This page explains each line.

Official name
Application for the verification of the customs status of Union goods
Αίτηση επαλήθευσης του τελωνειακού καθεστώτος ενωσιακών εμπορευμάτων
Issued by
Customs and Excise Department, Ministry of Finance
Version
14 July 2016 (file date) · PDF (fillable), 1 page · English
How it is filed
On paper to the Customs office of the port (Limassol, Nicosia, Larnaca or Paphos), with the T2L/T2LF or, for a car, its number plates and original registration document. After verification you complete customs clearance at any District Customs Office within 10 working days.

The file opens on the official government site. Checked 23 October 2026. CyprusPermit is a private company, not a government body or a law firm: we explain the form; its text is the department's own.

Who fills it in

The consignee of goods arriving in Cyprus from another EU member state, in practice anyone shipping their own car or motorcycle from another EU country, or their customs agent. If Union status is not proved, Customs treats the vehicle as coming from outside the EU, with import duty and VAT.

What goes with it

  • A T2L or T2LF document (from the Customs of the previous member state, the supplier or the shipper), OR for a car: its number plates and the original registration document from the previous member state
  • The invoice and the transport document (bill of lading, delivery order)
  • A specific authorisation, if a customs agent acts under one
  • At clearance afterwards: the original foreign registration certificate and, for a used passenger car, the Road Transport Department CO₂ certificate (TOM 119A)

Common mistakes

  • Not starting with this form. Customs says you must fill it in before you can receive the vehicle.
  • No proof of Union status. Without a T2L/T2LF, or the plates and original registration document, the car is treated as non-EU and pays import duty and VAT.
  • Missing the 10 working days. Clearance at a District Customs Office must be completed within 10 working days after verification.
  • Forgetting the CO₂ certificate for a used passenger car at clearance (Road Transport Department document TOM 119A).
  • Not reporting a change of address to Customs, which the form makes an obligation.

Questions

Do I pay import duty on my car from another EU country?

Not if Customs verifies its Union status. You then complete clearance; for a car that counts as new (six months or less, or 6,000 km or less) VAT may be due unless you prove VAT was paid in the other country under the transfer of residence scheme.

What is a T2L?

A document proving goods have EU status, issued by the Customs of the previous member state or obtained through the supplier or shipper. For a car, the plates and original registration document can replace it.

How long do I have after verification?

Customs says the clearance procedure must be completed at a District Customs Office within 10 working days after the vehicle's Union status is verified.

Is this form the same as the official declaration?

No. This form verifies Union status. The official declaration claims VAT exemption for a car that counts as new, under the transfer of residence scheme.
