Article 12 declaration pet transit: declaring a safe transit, field by field

Under Article 12, a pet coming to Cyprus from a listed non-EU country does not need a rabies antibody test, but a transit through an unlisted country could change that. The Veterinary Services say the test is not required if you sign this declaration: during the transit the pet had no contact with rabies-susceptible animals and stayed secure in the vehicle or inside an international airport.

Common mistakes

  • Leaving the airport during a layover in an unlisted country. The declaration requires the pet to stay inside the vehicle or the international airport perimeter.
  • Name not in block letters, as footnote 1 asks.
  • Not deleting the options that do not apply (footnote 2).
  • Thinking it replaces the rabies test when the departure country itself is not listed. It covers only the transit.

Questions

When do I need the Article 12 declaration?

When your pet's route to Cyprus transits a territory or third country not listed in Annex II of Regulation (EU) No 577/2013, so you can avoid the rabies antibody test requirement.

Does it replace the rabies antibody test?

Only for the transit. If the country of departure itself is not listed in Annex II, the Veterinary Services require the test.

What counts as staying secure?

The pet stays within a means of transport or within the perimeter of an international airport and has no contact with rabies-susceptible animals.
