Who fills it in
Employers of third-country nationals on a single permit (for example domestic workers, cooks, agricultural workers or staff of companies of foreign interests) or a seasonal work permit. The department's checklists for the EU Blue Card also ask for a declaration for covering return cost.
What goes with it
- The employee's permit application (for example MGEN3 or MBCS4) with its supporting documents
- Written authorisation from the employer, if an authorised representative signs or submits
- Page 2 only if a bank guarantee is being returned: a bank statement or certificate showing the bank name, account holder, branch and IBAN

Common mistakes
- Filling in page 2 when no bank guarantee is being returned. It is only for that case.
- Not marking whether you will employ, employ or employed the worker.
- A representative signing without the employer's written authorisation attached.
- An IBAN for an account not held in the beneficiary's name, or a company account held jointly with other people.
- Not covering return costs when asked. The form says no new permit applications for other workers will be considered until they are paid.
Questions
Where do I download the declaration on honour?
From the Migration Department's 'Employer's declaration on honour' page on gov.cy. The same file is listed on the single permit (GEN) and companies of foreign interests (BCS) forms pages.
Do I still need a bank guarantee for a non-EU employee?
Not for a single permit or seasonal work permit. Since the 2019 amendment, the declaration on honour replaces the employer's bank guarantee for removal costs.
Who signs it?
The employer, or an authorised person with the employer's written authorisation submitted with the declaration.
Is there a fee?
No fee is mentioned for the declaration. The fees belong to the employee's permit application.
