Who fills it in
The employer and the non-EU employee fill it in together: the employee completes Part I, the company completes Part II and signs its declaration. The employee signs too if already in Cyprus. It covers directors, key personnel, specialists and support staff.
What goes with it
- Copy of a passport valid at least six months beyond the requested permit (minimum 12 months)
- Short CV with copies of qualifications or proof of at least two years' relevant experience
- Employment contract of at least two years, signed (stamped original and two copies after arrival)
- Employer declaration covering the cost of return
- Criminal record certificate and medical tests, ratified where required
- After arrival: original entry permit (M70) and passport page with the arrival stamp
- Title deed or rental agreement, stamped if over €5,000
- Plan A health insurance, or GESY registration plus insurance for repatriation of remains
- Employer's liability insurance

Common mistakes
- Ticking 'Specialist' with a salary under €2,500 gross a month. The list treats that as support level, which needs a Department of Labour stamp.
- A contract shorter than two years, or a passport that does not cover the requested period with the required margin.
- Filing at a district police unit. Companies of foreign interests are handled only in Nicosia.
- Forgetting that after an entry permit the employee must register at the department within seven days of arrival.
- The company declaration left with blank names, or signed by someone not authorised to represent the company.
- Missing company documents from the department's checklist, so the file is not accepted.
Questions
Where can I download the MBCS4 form?
From the Migration Department's 'Companies of Foreign Interests (BCS)' forms page on gov.cy, where it is listed as 'Form BCS'. The file is a Word document coded MBCS4, dated 9 March 2026.
What is a company of foreign interests?
On this form it is a company whose shares are mostly held by non-EU nationals. Such companies can hire non-EU staff through this fast-track route once they meet the department's criteria.
Can I fill in MBCS4 in English?
Yes. The form is in Greek and English and does not ask for Greek. Supporting documents must be in Greek or English, or officially translated.
Is the form free?
Downloading it is free. A fee set by law is paid on submission. The department's published fees are €70 for an entry and residence permit, €80 for a renewal and €70 for first registration.
Do renewals still use the paper form?
From 1 January 2027 renewals with the same employer in this category are accepted only online through gov.cy with a verified CY Login.
