Who fills it in
The sponsor: a third-country national who holds a Cyprus residence permit and wants a residence permit for their non-EU spouse or children. The family members' details go into Part II and the children's table; the rest of the form is about the sponsor. EU citizens' families use MEU2 instead.
What goes with it
- Accompanying document for the type of application of each family member (a separate one-page form on the same gov.cy page)
- Copies of the family members' passports, valid at least six months beyond the permit requested
- Certified marriage certificate and children's birth certificates; court decisions on adoption or custody, or the other parent's affidavit, where relevant
- Original criminal record certificates for the family members (not for children under 16)
- Medical test results for HIV, hepatitis B and C, syphilis and tuberculosis, from abroad and again in Cyprus after arrival
- Sponsor's title deed or stamped rental agreement with a description of the home and rent receipts, and recent utility bills
- Sponsor's employment contract of open duration or at least 18 months, last tax return, Social Insurance statement and bank statements
- Income declaration with affidavit for income other than employment, where applicable
- Ten-year bank letter of guarantee for repatriation costs and a FIMAS bank-transfer authorisation
- Plan A health insurance, or GESY registration plus insurance for repatriation of remains, for the sponsor and family
- Two recent colour photographs of each family member
- Declaration of Mailing Address

Common mistakes
- Applying while the family members are already in Cyprus. The form's conditions say they must be outside Cyprus; the department's page allows exceptions only at the Director's discretion for staff of approved foreign-interest companies.
- Filing before the marriage is one year old or for a spouse under 21. Both are conditions printed in the form's instructions.
- An employment contract shorter than 18 months and not of open duration, which Part V asks for.
- Foreign marriage, birth and criminal record certificates without an apostille or diplomatic certification and a Greek or English translation.
- Forgetting the separate accompanying document that sets the application type for each family member.
- Paying the old fee printed in the instructions. The department's page now lists €200 per permit and €70 for first registration.
Questions
Where can I download the MFR2 form?
From the Migration Department's family reunification forms page on gov.cy. The current file is a Word document called Form MFR2 v2, listed with the supporting documents list and the accompanying document for the type of application of each family member.
Who signs MFR2, me or my spouse?
Both. The sponsor living in Cyprus is the applicant and signs Part I; the spouse signs in Part II. Children are listed in the table below it.
How much does family reunification cost?
The department's page lists €200 for issuing an entry and residence permit, issuing or renewing a residence permit, plus €70 for first registration in the Aliens' Register. The fee printed inside the form (£100 / €170.86) is out of date.
Can I file MFR2 at my district immigration office?
No. The department says family reunification applications are submitted only at its head office in Nicosia. Biometrics can be taken there or later at the Police Aliens and Immigration unit of your district.
Can family reunification permits be renewed online?
Yes for family members of long-term residents and of foreign-interest company employees: renewals go through gov.cy with a verified CY Login, 90 to 30 days before expiry, and only online from 1 January 2027.
