Who fills it in
Anyone who applies to the Road Transport Department for a driving licence or a learner licence. Newcomers use it mainly to convert a foreign licence. The form says you must live in Cyprus for at least 185 days, and non-EU applicants show their residence permit.
What goes with it
- Original and a copy of your passport (first page with your details)
- Alien Registration Certificate for foreigners, or ID card for Cypriot repatriates (original and a copy)
- Original residence document: Pink Slip for non-EU citizens, or MEU1, MEU2, MEU3 or CAP 105 stamp for EU citizens (RTD circular 9/2021)
- Proof that you have lived in Cyprus for 6 months in the last year, for example utility bills with a tenancy agreement, Social Insurance statements, bank statements or a GESY registration (RTD circular 9/2021)
- Your foreign driving licence, original and a copy of all pages; it is sent to the authority of the country that issued it
- A translation of the foreign licence if it is not in English or Greek, made by the Press and Information Office or the embassy of the issuing country (original and a copy)
- One recent colour photo 45 × 35 mm if you bring a photo with the application
- A health certificate for group 2 categories (lorries, buses, special vehicles), if you are 70 or older, or if you have a physical disability
- Fee: €40 to issue, renew or copy a licence (free if you are over 65)

Common mistakes
- Filling in several ID boxes. Use the box for the document you hold: passport in box 2, ARC in box 5 or EU ID in box 9.
- Writing your name differently from your passport. The RTD instructions say to write it as in your ID or passport.
- Leaving health questions blank. The form says to answer all of them, YES or NO.
- Gluing the photo or signing outside the box. The form says not to glue the photo and to sign inside the box in blue ink.
- Bringing a copy of your residence permit. RTD circular 9/2021 asks for the original Pink Slip or EU registration document.
- Forgetting a translation. A licence not in English or Greek needs a translation by the Press and Information Office or the issuing country's embassy.
Questions
Is there an English version of the TOM 7D form?
No. The Road Transport Department publishes TOM 7D in Greek only. You fill in the Greek form; this page gives the English for each box.
How much does it cost to convert a foreign licence in Cyprus?
The 2017 fee table printed on the form shows €40 to issue or renew a licence, free for applicants over 65. Postal delivery adds €3.31. Confirm the current fee with the Road Transport Department.
Which part of TOM 7D do I fill in for a conversion?
Part B with your details, the 'conversion' (ΜΕΤΑΤΡΟΠΗ) box, the foreign licence block, Part C or D for your categories with the health questions, and Part E with your signature.
Can my licence be converted at all?
EU licences stay valid in Cyprus. Non-EU licences can be exchanged only if the country is on the Road Transport Department list, after six months' stay. Check yours first.
Do I have to go in person?
For a conversion, yes: the form says you present the application and documents in person at the District Driver Examiner office.
