In short

  • EU, EEA and Swiss citizens staying over three months apply for a Registration Certificate (MEU1); Yellow Slip is its common nickname.
  • Pink Slip is an informal name for the temporary visitor residence permit, not every non-EU residence permit.
  • Employment, family, student and digital-nomad routes have separate permits and rules.

Pink Slip or Yellow Slip: the short answer

If you hold an EU, EEA or Swiss passport, you need the Yellow Slip: the Registration Certificate (MEU1) that the Migration Department issues to EU citizens who stay longer than three months. You apply within four months of arrival, pay €20 per person, and the certificate has no fixed expiry date. If you come from outside the EU and will live on income from abroad without working here, the visitor permit, informally the Pink Slip, is usually the route. It is issued for one year and renewed, costs €70 plus €70 for first registration, and needs proof of regular income from abroad, private health insurance and a rental contract. It does not allow local work. Non-EU citizens who will be employed, study, join family or work remotely for clients abroad use separate permits, each with its own rules.

Yellow Slip: EU Registration Certificate (MEU1)

EU, EEA and Swiss citizens who stay longer than three months must apply for the Registration Certificate (MEU1) within four months of arrival. “Yellow Slip” is the common nickname. It records an existing free-movement residence right; it is not a residence permit.

Who qualifies. You register on one of these bases: you work or are self-employed in Cyprus; or you have enough resources for yourself and your family with comprehensive sickness insurance. Family members who are EU citizens register too.

Documents. Passport or national ID card, your rental contract, and proof of your basis: an employment contract and Social Insurance registration, proof of self-employment, or bank statements and a health insurance policy. Documents not in Greek or English need an official translation.

Where and how. You file form MEU1 in person, without an appointment, on a first-come basis: in Nicosia if you live there, otherwise at the Aliens and Immigration Unit of your district. The fee is €20 for each applicant. A decision is due within one month and the certificate arrives by post.

Deadline. Not registering within the deadline can lead to a fine of up to €2,500, so file early in your second or third month.

Pink Slip: visitor residence permit

“Pink Slip” is an informal name for the temporary residence permit for visitors from outside the EU. It is usually issued for one year and may be renewed. A visitor permit does not allow local employment. Employment, family, student and digital-nomad routes use separate permits and rules.

Who it suits. People who live on their own income from abroad: a pension, savings, rent or dividends. You apply on form MVIS8.

Money. The Migration Department's document list asks for a Cyprus bank statement showing transfers from abroad of at least €2,000 a month (€24,000 a year) for one person, plus 20% for a spouse and 15% for each child. A first permit can rely on a €10,000 deposit instead; a renewal needs a balance of at least €6,000. A bank guarantee from a Cyprus bank, valid for 10 years, covers repatriation costs.

Other documents. A passport valid at least three months beyond the day you apply (the permit ends three months before the passport expires), a criminal record certificate for the first permit, apostilled and translated, marriage and birth certificates for family members, a rental contract or host declaration, a medical certificate with blood tests and a chest X-ray from a Cyprus clinic, and private health insurance with inpatient and outpatient care and repatriation of remains (Plan A).

Fees and timing. €70 for the permit plus €70 for first registration in the Aliens' Register. Visitor applications are usually decided within four months. Keep the stamped receipt with your passport while you wait.

Which other residence routes exist?

  • Employment. A Cyprus employer applies for a work and residence permit. Companies of foreign interests have a fast track for staff earning at least €2,500 gross a month.
  • Digital nomad. For people working for employers or clients outside Cyprus, with a net income of at least €3,500 a month. The scheme has a cap of 500 permits.
  • Family reunification. For the spouse and minor children of a non-EU resident. A spouse has access to employment on the same terms as the sponsor.
  • Category F. A permanent immigration permit for people with at least €9,568 a year of secure income from abroad, plus €4,613 per dependant, with no work in Cyprus.
  • Students. A student permit, with student-specific work limits.

What are the common mistakes?

  • Calling every non-EU permit a Pink Slip. The visitor permit is one category; work, family and student permits have their own forms and rules.
  • Taking a local job on a visitor permit. It does not allow employment in Cyprus.
  • Missing the four-month MEU1 deadline because you expect an appointment system: the Yellow Slip is filed without an appointment.
  • Buying health insurance without inpatient cover or repatriation of remains. The visitor file needs Plan A.
  • Bringing a criminal record certificate without an apostille or older than the authorities accept.
  • Treating either document as proof of tax residency. Tax residency depends on days; see residence permit or tax residency.

In what order should you prepare?

  1. Check which document fits your citizenship and purpose. If you are not EU and will work, stop here and look at work permits.
  2. Order documents from home first: criminal record and civil certificates with an apostille take longest. See documents to prepare before you move.
  3. Rent a flat. A rental contract is part of both files, and it is also needed for the tax number later.
  4. For the Pink Slip, open a Cyprus bank account, start the monthly transfers, buy Plan A insurance and book the medical tests.
  5. File the application, give biometrics where asked, and keep the receipt.
  6. Diary the renewal of a Pink Slip: apply before it expires, with updated documents.

Pink Slip (Visitor Permit)

Questions

How long does the Yellow Slip take?

About one month. The Migration Department decides an MEU1 application within one month and sends the certificate by post. You file in person, without an appointment, and pay €20 per applicant.

How much income do I need for a Pink Slip?

At least €2,000 a month (€24,000 a year) transferred from abroad to a Cyprus bank, plus 20% for a spouse and 15% per child, according to the visitor permit document list. A first permit can use a €10,000 deposit instead.

Can I work on a Pink Slip?

No. The visitor permit does not allow employment in Cyprus. Working needs a work permit, a family permit with work rights, or the digital nomad permit for work for clients abroad.

Does my non-EU spouse get a Yellow Slip?

No. A non-EU family member of an EU citizen applies for a residence card instead; see the EU family residence card.
