In short
- Moving into a connected home is a transfer of supply: EAC charges €15 + VAT and needs the previous customer's consent or a solemn declaration.
- EAC deposits for homes: €75 for owners, €200 for Cypriot and EU tenants, €350 for non-EU tenants.
- In Limassol the water deposit is €50 for owners and €250 for tenants; other districts set their own rules.
Who does what
Most homes in Cyprus buy electricity from EAC (Electricity Authority of Cyprus), a public-law body. Water is supplied by the local water organisation: in Limassol this is EOA Lemesos, the Limassol district water authority; in other districts it is the district water organisation or, in some villages, the community. Internet and mobile are commercial services from private operators.
CyprusPermit is not a utility or a government office. We tell you what each supplier asks for, prepare the forms with you and follow up until the accounts are in your name.
Electricity: taking over an existing connection
If the home already has power, you sign a new Electricity Supply Agreement with EAC Supply and open your own account. The previous customer's agreement ends automatically and they get a final bill. You can apply online through the EAC Portal (create an account and register for EAC Supply Services) or at an EAC Customer Service Centre.
Documents for individuals:
- title deed, tenancy agreement or sales agreement;
- ID card, passport or other valid ID;
- the previous customer's signed consent to end their agreement, or, if they cannot be reached, your solemn declaration that you are the new occupant;
- a copy of a bill or the meter number;
- a certified authorisation or power of attorney if someone applies for you.
The transfer charge is €15 + VAT. If the previous customer is the owner, any amount due must be settled first. Companies also provide the certificates of registration, shareholders and directors and an EAC guarantee document.
EAC deposits
- Owners of the home (any nationality): €75, charged on the first bill.
- Cypriot and EU tenants: €200.
- Non-EU tenants: €350.
- Specific categories of vulnerable customers: €50.
Tenants pay the deposit when signing the agreement, before the service starts.
Electricity: a new building
A new connection starts with EAC's Distribution side, not with the supply account. The electrical installation is inspected, and you can sign the supply agreement one to five days before the scheduled inspection, bringing the official inspection notice. Wiring work on the premises is for an electrician, not for EAC. If you buy off-plan, ask the developer who files the connection application and when.
Water: Limassol and other districts
In Limassol, EOA Lemesos (former Limassol Water Board) asks for an Application for Transfer. Attach the rental agreement (tenants) or the title deed or sale agreement (owners) and a photo of the water meter. The deposit is €50 for an owner and €250 for a tenant; any open balance must be paid first. Bills come every four months. When you leave, request disconnection; the final bill is taken from the deposit and any surplus is refunded within two weeks. Reconnecting a disconnected meter costs €35 plus the deposit.
In Nicosia, Larnaca and other districts the water organisation sets its own forms and deposits, and we could not confirm them on official pages. Expect similar documents: ID, rental contract or title deed and a meter reading. Outside the main towns, ask the municipality or community which body bills your water.
Internet and mobile
Internet is a contract with a private operator. Before signing, check that fibre or the technology you want actually reaches your building, the contract length and the early exit fee, and whether the router and installation are included. Ask in advance which ID and documents the operator needs. If a dispute with an operator is not resolved, consumers can file a complaint with the regulator, the Office of the Commissioner of Electronic Communications and Postal Regulation (OCECPR).
Common mistakes and when to get help
- Moving in without the previous tenant's consent form, then waiting weeks to trace them.
- Leaving bills in the landlord's name without a written agreement on who pays.
- Forgetting a meter photo or reading on the day you move in and the day you leave.
- Not budgeting for deposits: a non-EU tenant in Limassol pays €350 to EAC and €250 for water before the first bill.
