Who fills it in
Non-EU spouses, civil partners, children and dependent parents who live in Cyprus with an EU citizen, within four months of arrival. The supporting documents list asks for a copy of the EU citizen's Registration Certificate (MEU1). Family members who are themselves EU citizens use MEU1.
What goes with it
- Copy of the applicant's valid passport, with the original shown
- Copy of the EU citizen's passport or ID card and of their Registration Certificate (MEU1)
- Marriage or civil partnership certificate, apostilled and translated if issued abroad; for a marriage in Cyprus, certificates of no impediment or a Registrar of Marriage certificate
- Birth certificates of children, apostilled and translated; for minors, the custody decision or sworn consent of the other parent
- Declaration of harmonious cohabitation (Parts IX and X), certified by the Parish or Community President
- Affidavit by the EU citizen that they will cover the family member's expenses
- Employment certificate from the employer stating duration and salary, plus Social Insurance registration and statement of contributions; if not working, proof of stable income and the last quarter's bank statements
- Title deed or stamped rental contract with certified signatures, rent receipts and an original EAC or water bill
- Plan A health insurance, or GESY registration plus cover for repatriation of remains
- Declaration of Mailing Address

Common mistakes
- Leaving fields empty. The form says all fields must be fully completed.
- Coming without the EU citizen. The department says the EU citizen must be present with the family member at submission.
- A cohabitation declaration (Parts IX and X) not signed in front of, and certified by, the community or parish president.
- Waiting too long. The form says you apply within four months of arrival; the department warns of a fine of up to €2,500 for not applying.
- Foreign marriage or birth certificates without an apostille and a Greek or English translation.
- Forgetting the Declaration of Mailing Address, which the form asks you to attach.
Questions
Where can I download the MEU2 form?
From the Migration Department's MEU2 forms page on gov.cy. The current file is a Word document called MEU2B, dated 9 March 2026, listed with the supporting documents for spouses, children, dependent parents and divorced or widowed family members.
Is it MEU2 or MEU2B?
The service is called MEU2, and the form itself is printed with the code MEU2B. It is the same residence card application.
How much does MEU2 cost?
The department's MEU2 page gives the fee as €20. The form says €20 is paid for the Union citizen and €20 for each family member's application.
How long does it take and how long is the card valid?
The department says a decision is issued within six months of a complete application. The card is valid for five years, or for the EU citizen's planned stay if shorter.
Can the family member work with a MEU2 card?
Yes. The department says family members of EU citizens have free access to employment, as employees or self-employed.
