Who fills it in
Non-EU family members of an EU, EEA or Swiss citizen (spouse or registered partner, children under 21 or dependent, dependent parents) who have lived in Cyprus legally for five continuous years, usually on an MEU2 residence card. EU citizens use the MEU3 form for EU citizens instead.
What goes with it
- Copy of a valid passport, with the original shown
- Copy of the EU citizen's registration certificate (MEU1) and of your residence card (MEU2)
- Marriage or civil partnership certificate, apostilled and translated if issued abroad (original shown)
- Divorce, dissolution or death certificate where relevant (original shown)
- Children's birth certificates, certified and translated, where relevant
- Monthly Social Insurance contribution statements and tax returns for the last five years, for both the EU citizen and you
- Proof of stable income of the EU citizen and you for the last five years (bank activity of the last quarter, remittances, pension, rents, dividends, interest)
- Electricity and water bills in your name for the last five years
- Title deed, or rental contract stamped and with certified signatures, plus original rent receipts and a utility bill in the tenant's name
- Minors: the separate list for children (parents' MEU3, parental consent or court decision, school attendance for five years)

Common mistakes
- Applying before five continuous years of legal residence in Cyprus. The form and the department's page set five years as the condition.
- Going to the appointment without the EU citizen. The department's page says the EU citizen must be present with the family member.
- Leaving Part X empty. The harmonious coexistence declaration in Part IX is confirmed by the community president's signature and stamp.
- Bringing contribution statements and tax returns for only one of you. The supporting documents list asks for five years for both the EU citizen and the applicant.
- Using the MEU3 form for EU citizens. Non-EU family members file MEU3B-1, the form on this page.
- Foreign marriage or birth certificates without an apostille or a Greek or English translation.
Questions
Where can I download the MEU3 form for non-EU family members?
From the Migration Department's MEU3 forms page for third-country family members on gov.cy. The current file is a Word document coded MEU3B-1, dated 9 March 2026, next to the supporting documents list and the Declaration of Mailing Address.
What is the difference between the two MEU3 forms?
MEU3B-1 is for non-EU spouses, children and parents of EU citizens and leads to a Permanent Residence Card. EU citizens and their EU family members use the MEU3 form for EU citizens, which leads to a permanent residence certificate.
How much does it cost and how long does it take?
The department publishes a €20 fee. It says a decision is issued within six months of a complete application, and that the card is valid for ten years and can be renewed.
Can someone submit MEU3 for me?
No. Fingerprints, photo and signature are taken when the application is filed, and the department's page says the EU citizen must attend with you. Children under six only need a photo.
